PROBLEM TO BE SOLVED: To provide a relay server, a mobile terminal, an information browsing system, and a program which do not increase a user's labor and can suppress data traffic and battery consumption. SOLUTION: The relay server 11 relays information as off-line data provided from an information providing server 12 to the mobile terminal 10, and includes: a means for determining for each mobile terminal 10 an update frequency of information based on display status data from the mobile terminal 10; a means for determining, for each mobile terminal 10, whether to or not to create off-line data to the mobile terminal 10 based on the determined update frequency of information and for creating off-line data to the mobile terminal 10 from information provided from the information providing server 12 if it is determined to create the off-line data to the mobile terminal 10; and a means for transferring an update date of information and the determined update frequency of information together with the off-line data to the mobile terminal 10, thus solving the problem.
