A fill neck cover (12) for a capless refueling system (10) is provided with a locking mechanism (36) that selectively blocks lateral movement of the cover to prevent access to the filler neck opening and may be selectively unlocked to allow lateral movement of the cover such that the fill nozzle may be inserted into the fill opening.
