PURPOSE: An apparatus and a method for detecting vehicles are provided to accurately detect and determine the entrance and exit of a vehicle by generating transition information in a vehicle state through the detection of the conversion slope of a magnetic signal. CONSTITUTION: A magnetic sensor consecutively collets a magnetic signal. The magnetic signal changes due to the movement of a vehicle. A slope detecting unit detects the conversion slope of a magnetic signal. A vehicle state transition unit generates information related to the transition in a vehicle state. A vehicle entrance and exit determining unit determines the entrance or exit of a vehicle.
