<P>PROBLEM TO BE SOLVED: To provide an interaction activating system and an interaction activating robot, which can activate direct communication between people much more than before. <P>SOLUTION: In a game activation system 15, conditions of attendant A, B and C are always observed based on a total activation degree. When the total activation degree is a predetermined threshold or less, it is presumed that there is possibility that the attendant does not participate in a difficult reading game. By spontaneously outputting a content of speech optimal for the site from a loudspeaker 24, direct interaction of a chairman and the attendants A, B and C is triggered.
