<p><P>PROBLEM TO BE SOLVED: To provide a meeting decision device, an organization analysis system and a meeting decision program, enabling meeting decision by a threshold value determined according to a target of the meeting decision. <P>SOLUTION: A meeting detection distribution calculation part 30 acquires person position information from a person position information storage device 46, and a threshold value determination coefficient reception part 28 receives a threshold value determination coefficient set in each organization, place or attribute of an individual. The meeting detection distribution calculation part 30 sets a frequency at which members simultaneously exit in a certain place as a frequency distribution of each prescribed time width by a time wherein they simultaneously exit. A threshold value calculation part 34 calculates the threshold value by use of the frequency distribution and the threshold value determination coefficient. A meeting decision part 38 decides whether or not specific members of each organization meet based on the threshold value.
