PROBLEM TO BE SOLVED: To suppress latent-image deterioration in a developing process. SOLUTION: A control unit 10 sets a developing bias potential so that a first potential difference may change to 0 V, 50 V, ..., and 400 V, calculates a second potential difference for every setting of the developing bias potential and stores each pair of the first potential difference and the second potential difference in a storage part 20. The control unit 10 collates each stored pair of first potential difference and second potential difference with potential difference data 201 previously stored in the storage part 20 and specifies the developing state according to each pair. Thereafter, the control unit 10 reads out a control condition corresponding to the specified developing state from a control condition table 202 previously stored in the storage part 20, and then, starts to control the image forming apparatus 100 based on the read control condition.
