<P>PROBLEM TO BE SOLVED: To provide a heat generation device, an image heating device, and an image forming apparatus which increase a fixing speed and are capable of stably performing satisfactory image fixing processing, wherein a width of the heat generation device in a traveling direction of a target material to be heated is reduced. Ž<P>SOLUTION: In the heat generation device which is disposed adjacently to the target material to be heated and heats the target material while transporting it, a first resistance heating element 102 is disposed on a front surface facing the target material of a long-sized insulating substrate 101, and a second resistance heating element 106 is disposed on a rear surface of the insulating substrate 101. The heat generation device is configured so that only the second resistance heating element 106 disposed on the rear surface of the insulating substrate 101 is disposed in a part close to an end side on the upstream side in a target material transport direction, of the insulating substrate 101 or neither the first resistance heating element 102 nor the second resistance heating element 106 are disposed there. Thus a preheat state of heating the target material in a lower temperature state is achieved in the part close to the end side on the upstream side in the transport direction, of the insulating substrate 101.
