Ž<P>SOLUTION: This device is provided for controlling the throttle valve when stopping an internal combustion engine, and includes a means for sending the command for opening the throttle valve 14 to an actuator 18 for driving the throttle valve 14 in the timing earlier by a delay setting value stored in a memory in response to the fact that an engine speed NE of an engine detected by a rotating speed sensor becomes a predetermined value Nd or less after turning off ignition, a means for calculating delay time up to time when an opening sensor 20 detects that the throttle valve 14 opens from time of sending the command, and a means for updating the delay setting value based on the calculated delay time.
