PURPOSE: A method and a device for deciding communication path are provided to decide a communications path according to a service type of a terminal. CONSTITUTION: A quality of path calculating unit(113) produces the property of a plurality of route from the priority of the terminal and the time and bandwidth property. A path selecting unit(114) selects a communication path of a plurality of routes. A terminal information storage(111) stores the priority of time and priority of bandwidth of the terminal.
