PROBLEM TO BE SOLVED: To provide a mechanism and method for cutting spare winding paper for a thin paper winder, obtaining an equal sandwiching force at a continuous long distance after thin paper is pasted in advance and wound around a paper pipe. SOLUTION: This mechanism for cutting the spare winding paper for the thin paper winder includes: an upper winding roller 5 supported by a roller shaft 51 and rotated in a predetermined direction; a plurality of arcuate guide plates 25 arranged to be adjacent to each other with predetermined intervals along the axial direction of the roller shaft 51; a plurality of spare winding plates 28 respectively provided between the plurality of arcuate guide plates 25 arranged to be adjacent to each other; a lower winding roller 6 arranged in a section adjacent to the paper pipe discharge end 171b of an arcuate guide plate channel 171; and a pressing roller 7 arranged above the paper pipe discharge end 171b of the arcuate guide plate channel 171 and forming a winding area 18 together with the upper winding roller 5 and lower winding roller 6.
