<P>PROBLEM TO BE SOLVED: To accurately estimate the proof stress of reinforced concrete members. Ž<P>SOLUTION: On the basis of a shearing force due to a long-term load determined by a reinforced concrete member, a structural element of the reinforced concrete member, and an allowable residual crack width under a long-term stress, an allowable short-term shearing force is determined.
