<P>PROBLEM TO BE SOLVED: To provide a means of securing inner fluidity by forcibly installing a gap between a rib of a rear face side glass substrate and a front face side glass substrate by increasing pressure inside a panel more than an outside atmosphere upon sealing and exhausting PDP, and as a result, providing a panel having uniform characteristics. Ž<P>SOLUTION: When the front face side glass substrate 10 and the rear face side glass substrate 20 are joined by sealing and exhausting, atmospheric pressure inside a furnace 60 is reduced more than atmospheric pressure between the front face side glass substrate 10 and the rear face side glass substrate 20. In addition, a barrier rib 31 is installed at a place where a clip 40 to fix between panels is arranged.
