The present invention relates to a device for packaging and delivering a hydroalcoholic solution (12) that has a permucosal route, said device including a malleable container (10, 110) for receiving at least one first portion (12A) of the solution, a base rigidly connected to said container, and a delivery tube rigidly connected to said base, which is capable of receiving at least one second portion (12B) of the solution, and which includes a plug (28, 128). The invention is characterized in that the tube includes a chamber intended for containing said at least second solution and is defined by two membranes (22, 24, 122, 124).
