<p>PURPOSE: An inter-frequency handover method which is not cut off using effective neighbor list broadcasting considering a cell resource in a network and a device thereof are provided to offer a mobile communication service which is not cut off in a cell boundary area by a mobile terminal. CONSTITUTION: A mobile terminal enters into a cell boundary(S210). A neighbor list considering a cell resource is generated(S220). A serving RNC receives signal strength about a corresponding frequency signal reported from the mobile terminal. In case the signal strength is bigger than a fixed critical value, the serving RNC decides hard handover to the frequency(S230). A radio link with a target cell receiving control of the target RNC is set up(S240).</p> |
