<P>PROBLEM TO BE SOLVED: To sufficiently inform of information concerned with a campaign to a commodity purchaser and to easily perform member registration. <P>SOLUTION: When a URL printed on a package of a commodity as a two-dimensional barcode and read out by a portable terminal is accessed from the portable terminal, personal information is allowed to be inputted, temporary ID is issued, a line in which the temporary ID and the personal information are recorded is added to a member information table, a mail address only for the temporary ID is generated, an empty mail is allowed to be sent to the mail address only for the temporary ID, a mail address of an empty mail sender is recorded in the line in which the temporary ID is recorded in the member information table, a session key is issued, a registration completion URL is obtained by combining the URL and the temporary ID, and a mail including the registration completion URL is sent by returning the registration completion URL to the empty mail.
