<P>PROBLEM TO BE SOLVED: To perform code amount control so that the amount of codes to be generated are not considerably deviated from a target code amount. <P>SOLUTION: An encoding apparatus comprises: a target code amount setting means for setting the target code amount of an input image; a block difference code amount calculating means for calculating a difference between the amount of codes to be generated and the target code amount set by the target code amount setting means, for the unit of a block; a quantization parameter control means for controlling a quantization parameter indicating the degree of quantization in such a way that the amount of codes to be generated becomes closer to the target code amount in accordance with the inclination of the code amount calculated by the block difference code amount calculating means; and a quantization means for performing quantization for each block in accordance with the quantization parameter output from the quantization parameter control means.
