<P>PROBLEM TO BE SOLVED: To provide a transfer device capable of achieving improvement in transfer efficiency, and to provide an image forming apparatus using the same. Ž<P>SOLUTION: The transfer device includes: a transfer belt 40 which has a first surface and a second surface, and carries liquid developer containing carrier liquid and toner particles on the first surface; a driving roller (first roller) 41 which is grounded and comes into contact with the second surface of the transfer belt 40; a second roller 42 which comes into contact with the second surface of the transfer belt 40; a secondary transfer roller (third roller) 61 which is arranged on a plane that comes into contact with both the driving roller (first roller) 41 and the second roller 42, and abuts on the first surface of the transfer belt 40 to press the driving roller (first roller) 41 through the transfer belt 40; a first voltage source 101 which applies voltage to the secondary transfer roller (third roller) 61; and a corona charger 65 (auxiliary voltage applying means) which applies voltage to an area where the secondary transfer roller (third roller) 61 comes into contact with the transfer belt 40 between the driving roller (first roller) 41 and the second roller 42, from the second surface of the transfer belt 40.
