<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing the embossing roll and an embossing roll of good productivity. Ž<P>SOLUTION: The method for manufacturing the embossing roll 1 includes a process for forming a resin film 12 having a surfaces shape reverse to a minute irregularity pattern P on an inner surface 2a of a conductive cylindrical body 2, a process for forming a base metal film 7 on a surface of the resin film 12, a process for arranging a support roll 9 at an inside of the base metal film 7, a process for integrating a base metal film 7, the metal layer 10 and the support roll 9 by forming a metal layer 10 between the base metal film 7 and the support roll 9 by electrolytic plating, and a process for removing the cylindrical body 2 and the resin film 12 from the metal layer 10.
