<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing the embossing roll and an embossing roll of good productivity. Ž<P>SOLUTION: The method for manufacturing the embossing roll 1 includes a process for forming an irregularity layer 6 having a surfaces shape reverse to a minute irregularity pattern P on an inner surface of a cylindrical body 2, a process for forming a metal film 8 on a surface of the irregularity layer 6, a process for arranging a support roll 9 inside of the metal film 8, and a process for integrating a base metal film 7, the metal film 8 and the support roll 9 by forming a metal layer 10 between the metal film 8 and the support roll 9 by electrolytic plating.
