<P>PROBLEM TO BE SOLVED: To provide a reclining device for a vehicle seat which is capable of improving the operability and simplifying the structure. Ž<P>SOLUTION: In the reclining device for the vehicle seat, a control lever 15 for releasing the lock of tilting of a seat back is formed of a second lever 15B fastened to a center shaft 13 and a first lever 15A journaled on the second lever 15B. The first lever 15A is urged by a spring (urging means) 18 in the direction of releasing the lock by a locking mechanism, and is engaged with the second lever 15B at a prescribed position. When the first lever 15A is turned in the direction of releasing the lock, the levers 15A and 15B are integrally turned while the engagement between the first and second levers 15A and 15B is retained, and the lock of tilting of the seat back by the locking mechanism is released. When the first lever 15A is turned in the locking direction, a temporary stopping lever 19 coupled with the first lever 15A is turned to release the temporarily stopped seat back.
