PROBLEM TO BE SOLVED: To provide a planer waveguide element regulating an incident position of incident light and reducing dispersion of demultiplexing characteristics. SOLUTION: The planer waveguide element includes: a rectangular substrate; a first laminate part layered on the substrate; and a second laminate part layered on the first laminate part and having the refractive index higher than that of the first laminate part. The second laminate part includes: a plurality of filament waveguides 5; a spot size conversion waveguide 6; and reflection parts 7 and 8.
