PURPOSE: A sound-insulating material and a slab construction method using the same are provided to effectively prevent impact sound using hard urethane expanding foam and resin expanding foam. CONSTITUTION: A sound-insulating material(10) is composed of organic isocyanate, a foaming agent, a catalyst, a foam stabilizer, and polyol blend. A resin expanding foam is loaded on the top surface or the bottom surface of a hard urethane expanding foam(11). The resin expanding foam is a polyethylene expanding foam(12).
