PROBLEM TO BE SOLVED: To provide a powder seal material comprising a knitting for preventing powder from being leaked to the outside by regulating the hair falling out and elasticity of the knitting, to regulate the flow of the powder. SOLUTION: The powder seal material 6 regulates the elasticity being the characteristics of the knitting 10 by using the knitting 10 by weft knitting for preventing the leakage of the powder. A pile yarn 12 having a loop 12a is arranged in one surface of the knitting 10 by weft knitting comprising the pile yarn 12 and a base yarn 13, the loop 12a of the pile yarn 12 is cut to obtain a cut pile yarn 14b and the knitting 10 comprising the cut pile yarn 14b and the base yarn 13 is used as the powder seal material 6. In the powder seal material 6 used as the end seal material of an image carrier 17a or a powder carrier 17b being a rotating body 17 or a shaft seal material coming into contact with the rotating body 17, the knitting 10 comprising the cut pile yarn 14b and the base yarn 13 is structured to regulate the elasticity.
