PROBLEM TO BE SOLVED: To prevent lifting or reversing in a U-turn like bending part 54a of a cord like heater 54 when wiring in a wiring groove 53 in an electric floor heating panel A. SOLUTION: In the electric floor heating panel A, the wiring groove 53 is formed in a rear face of the long woody base material 50A, and the cord like heater 54 is arranged in the wiring groove 53. A shape as seen from above of an outer side wall surface 58 in a U-turn part 53b of the wiring groove 53 is shaped to match or substantially match the U-turn like bending part 54a of the cord like heater 54 occurring when trying to carry out wiring of the cord like heater 54 continuously with two straight line parts 53a, 53a adjacent to the wiring groove 53.
