<P>PROBLEM TO BE SOLVED: To provide a damper achieving enhancement of space efficiency of a building and further enhancement of the capacity of corresponding to a plan, and a building using the same. Ž<P>SOLUTION: The damper 24 is installed on a roof of a building. The damper 24 includes a base 60 disposed on the top face of an ALC panel 52 and an outer shell comprising a TMD cover case 66 covering the same. A mount 78 is arranged on the top face of the base 60, and a battery 34 is placed on the mount 78. The battery 34 is a heavy load, and is used as an additional mass.
