<p><P>PROBLEM TO BE SOLVED: To decrease the amount of header information and to flexibly deal with various block sizes according to applications and transmission media. <P>SOLUTION: When a transmitting terminal 1 divides a file into packets and transmits them to a receiving terminal 2 through a one-way transmission line 3, an attribute information generation unit 12 generates attribute information containing data for specifying the number of bits of a block number BN field and a sequence number Sn field in the header information. Further, a download header addition unit 14 generates header information containing a block number BN and a sequence number BN, and adds the header information to the attribute information and a unit. Consequently, the attribute information and unit can be discriminated using the block number BN and sequence number SN.
