<P>PROBLEM TO BE SOLVED: To provide a water-exposed member good in affinity to water, hardly depositing stains, such as water stain, and easily removing stains. Ž<P>SOLUTION: A functional layer, obtained by reacting an isocyanate resin with a fluororesin configured by including a unit comprising a fluoroolefin having a hydroxy group contributing to a urethane reaction and a polyethylene oxide group, is formed on the surface layer of a base molded article. The functional layer is formed by urethane polymerization via urethane reaction between the hydroxy group and the isocyanate group without heating to a high temperature. Adhesion and fixation of stains, such as water stain, is prevented by virtue of hydrophobicity of the fluoroolefin in the fluororesin. The polyethylene oxide group enhances hydrophilicity of the surface of the functional layer, so that water easily penetrates between the surface of the functional layer and stains even when stains are fixed on the surface, thereby facilitating removal of stains.
