PROBLEM TO BE SOLVED: To continue a radio communication with a mobile terminal insufficient in signal quality while suppressing a total transmission power value. SOLUTION: The radio communication device for performing the radio communication with a plurality of communication destination devices using an adaptive modulation system acquires the signal quality of radio signals to be transmitted to the respective communication destination devices, measures a transmission power value at a transmission end when transmitting the radio signals, and when the sum of the measured transmission power values exceeds a prescribed value, switches a reference when setting other modulation systems excluding the modulation system of the lowest transmission data rate, and continues the radio communication with all the mobile terminals while suppressing the entire transmission power of a base station by setting the modulation system of the radio signals to the respective communication destination devices corresponding to the acquired signal quality.
