PURPOSE: A shoe insole is provided, which can be mounted on existing footwear and operated in walking and stop state, and heat and cool the whole or a part of footwear effectively. CONSTITUTION: A shoe insole comprises: an independent electric power device(10) and a cooling/heating device(20) which is installed between upper side(40) and lower base(50) of shoe insole; a switch(70) controlling the operation of a cooling/heating device; an air circulation passage transferring the temperature-controlled air to a shoe insole in the cooling/heating device; and a ventilation hole(30) sending the temperature-controlled air delivered through an air circulation passage to a fixed region of the footwear. A switch is waterproof-processed and is installed in a form of a clip to be detachable form the footwear.
