PROBLEM TO BE SOLVED: To provide a substrate for a temperature-control mat, a temperature-control mat, and its construction structure capable of reducing a cold zone at low costs. SOLUTION: The substrate 1 for the temperature-control mat has a rectangular shape, and includes a plate-shaped substrate body 10, and a transparent or translucent sheet 11 adhered to a back face (lower face) of the substrate body 10 by an adhesive agent and the like. The substrate body 10 has grooves 31, 32, 33, 34 for communication pipes connected with an end side 20a, and a side 1a or 1b. Furthermore, the substrate body 10 has grooves 41, 42, 43, 44 for radiation pipes coming out from an end side 20b or 20d, extended long, and returned to the end side 20b or 20d.
