PROBLEM TO BE SOLVED: To provide a method of manufacturing solid-state electrolytic capacitor withstanding high pressure while preventing deterioration of leakage current characteristics and the occurrence of short circuit failure, in the solid-state electrolytic capacitor using a conductive high polymer as a solid electrolyte. SOLUTION: The solid-state electrolytic capacitor includes an positive electrode whose surface is covered with a dielectric film, and a capacitor element having solid electrolyte containing conductive high polymer. The method of manufacturing the solid-state electrolytic capacitor includes a first process wherein a capacitor element containing the positive electrode whose surface is covered with the dielectric film is formed, a second process wherein a the capacitor element is impregnated with a polymerized liquid containing a precursor monomer of conductive high polymer and oxidant, and a third process wherein the capacitor element is impregnated with a silane compound or silane compound solution and then polymerized.
