<P>PROBLEM TO BE SOLVED: To provide a technology with which the arrangement of an HARQ sub burst region can be suppressed over a plurality of sub channels. Ž<P>SOLUTION: A first arrangement part arranges an HARQ burst region in a down sub frame to be transmitted from a transmission part to a communication terminal. A second arrangement part arranges the HARQ (Hybrid Automatic Repeat reQuest) sub burst region 58 allocated to the communication terminal by securing a plurality of slots for sub burst in the order in the HARQ burst region.
