PROBLEM TO BE SOLVED: To enable a user to visually recognize a moving route for leaving a non-sensible area by displaying, on a map, the detailed range of the non-sensible area. SOLUTION: A cellular phone transmits positional information of a non-sensible area entering point and a leaving point to a non-sensible area information generation and management device via a communication network as non-sensible point information, and the non-sensible area information generation and management device generates map information from the non-sensible point information transmitted from a plurality of cellular phones to create non-sensible area information and transmits the non-sensible area information to a cellular phone in accordance with determined timing or a request from the cellular phone.
