PROBLEM TO BE SOLVED: To automatically generate an observation route and allow an automatic observation of an underwater condition or a water bottom condition under the observation route. SOLUTION: A reference observation line is input for generating the observation route (S1), a plurality of observation routes are generated by translating the reference observation line at a fixed distance (S2), the distances of the plurality of generated observation routes are determined and a navigation order of the determined observation routes is instructed (S3), an unmanned boat is automatically navigated according to the instructed navigation order (S4), at least an underwater or water bottom condition is observed during the navigation (S5), and at least the observed underwater or water bottom condition is displayed and stored (S6).
