<P>PROBLEM TO BE SOLVED: To solve the problem wherein although the conventional motor-driven cycle exercise device causes a user to bend and stretch the knee joint and hip joint, bending and stretching exercises for the ankle are not done enough, because pedals on which his feet are placed are freely rotated to disable his ankles from bending and stretching. <P>SOLUTION: The rotation of a shaft 8 of the pedal provided on a crank arm 4 is controlled so that when the crank arm rotates, it may rotate with the surface of the pedal 7 on which his foot is placed kept in a fixed direction. The shaft of the pedal is rotatably mounted on the crank arm fitted to an output shaft, and a rotary gear 6 is mounted on the shaft of the pedal. Further on the driving device 2 side, a fixed gear 5 having the same specifications (the same number of teeth) as the gear fixed to the pedal shaft is supported and fixed coaxially with a driving shaft 3, and the fixed gear and the rotary gear are engaged by a timing belt 9 or a chain to control the rotation of the pedal.
