PROBLEM TO BE SOLVED: To properly switch a plurality of broadcasts in the same transmission channel according to the changing state of the reception quality.

SOLUTION: A packet separation part 141 separates a packet PKD into an A hierarchical packet APK and a B hierarchical packet BPK and detects a packet error. The A hierarchical packet APK and the B hierarchical packet BPK are temporarily stored respectively in a buffer 142 and a buffer 143 so as to be read out after the elapse of a prescribed period of time from the time of writing. The error is temporarily stored in the buffer 143 so as to be periodically read out as packet error information PED by a control unit 190. When determining that the reception quality is shifted from an excellent state to a poor state and the poor state continues on the basis of an error occurrence time distribution obtained from the information, the control unit 190 generates a selection command SLS so that reproduction output based on the A hierarchical packet APK is selected from the time when the reception quality is shifted to the poor state.
