PROBLEM TO BE SOLVED: To provide a file having a filing tool for filing a sheet of paper with openable and closable ring members provided thereon wherein the undesired opening or closing of the ring members is controlled while operability for a user is favorably maintained. SOLUTION: The file having a filing tool for filing a sheet of paper provided thereon and having a cover member which makes opening and closing action, wherein the filing tool includes: a filing tool body as a body, ring members which can be changed to a closed ring position for filing the sheet of paper and to an opened ring position wherein closed rings can be partly opened for filing the sheet of paper; and a ring member opening and closing adjustment part which controls changes of the ring members from the closed ring position to the opened ring position in cooperation with the closing action of the cover member while the sheet of paper is filed by the ring members forming the closed ring position, and which allows the ring members to be changed from the closed ring position to the opened ring position in cooperation with the opening action of the cover member when it makes such opening action from a state that the position change of the ring members is controlled.
