This invention discloses a calling charging method based on Online Charging System (OCS) and a communication system. The OCS binds the charge between the calling subscriber and the charging subscriber. Mobile Switch Center (MSC) receives the call access of the calling subscriber, and said call access is charged through the charging subscriber. The MSC sends the IDs of the calling subscriber, the charging subscriber and the called subscriber to the Service Control Point (SCP) of the calling subscriber and activates Mobile Originate Service (MOS). The SCP inquires the status and the information of the charging subscriber through the OCS. The MSC builds the call connection between the calling subscriber and the called subscriber. The OCS charges the charging subscriber according to the status and the information of the charging subscriber.
