PROBLEM TO BE SOLVED: To determine the full state of a waste toner collection container without causing false detection, even when the waste toner adheres to a sensor part upon replacement of the waste toner collection container. SOLUTION: A waste toner detecting device for an image forming apparatus includes the waste toner collection container for collecting the waste toner, and the sensor part including a light emitting part and a light receiving part. The waste toner detecting device includes: a reference value setting part for setting a predetermined correction reference value with respect to the light reception amount of the light receiving part upon shipment of the image forming apparatus; a light amount adjusting part for adjusting the light emission amount of the light emitting part so that the light reception amount of the light receiving part may reach the correction reference value upon the replacement of the waste toner collection container; a reference value adjusting part for setting a reference value for the light reception amount to determine the full state of the waste toner collection container using the correction reference value upon the replacement of the waste toner collection container; and a full-state determining part for determining the full state of the waste toner collection container based on the reference value for the light reception amount.
