<p><P>PROBLEM TO BE SOLVED: To reduce power consumption. <P>SOLUTION: An initiator prescribed by NFCIP-1 transmits attribute information indicating communication ability of itself, as well as, receives attribute information, indicating the communication capability of a target from the target. When the received attribute information indicates that the target has communication functions in a power saving mode, the initiator turns off the output of an electromagnetic wave for a given period of time after the transmission of one piece of data.
