PROBLEM TO BE SOLVED: To obtain a solid-state electrolytic capacitor which suppresses an increase of an equivalent series resistance (ESR) upon storage under a high temperature condition. SOLUTION: This solid-state electrolytic capacitor includes: an anode 2 made of a valve action metal or an alloy having the valve action metal as a main component; a dielectric layer 3 formed on a surface of the anode 2; an electrolyte layer 4 formed on the dielectric layer 3 and made of conductive polymer layers 4a and 4b of at least two layer; and cathode layers 5 and 6 formed on the electrolyte layer 4.
