<P>PROBLEM TO BE SOLVED: To provide an inexpensive and efficient fuel reforming agent and to provide a method for manufacturing a fuel reforming apparatus effectively using the fuel reforming agent. Ž<P>SOLUTION: The fuel reforming agent is treated in an impurities-elimination step of immersing tourmaline in an acidic solution, in a heat-treatment step of heating the tourmaline at high temperature, and in a fuel-infiltration step of immersing the tourmaline in an in-use fuel while maintaining the tourmaline at a predetermined temperature. Also, the method for manufacturing the fuel reforming apparatus includes an impurities-elimination step of immersing tourmaline in an acidic solution, a heat-treatment step of heating the tourmaline at high temperature, a reformer-charge step of charging the fuel reforming device with the tourmaline while maintaining the tourmaline at a predetermined high temperature, and a fuel-charge step of charging the fuel reforming device with the fuel while maintaining the tourmaline at a predetermined temperature.
