PROBLEM TO BE SOLVED: To provide an emulsion production method for emulsifying two fluids insoluble with each other properly without using an emulsifier, and to provide an emulsion producing apparatus. SOLUTION: In the emulsion production method for emulsifying two fluids insoluble with each other, fine steam foam ultrasonically atomized is discharged to the exit of a venturi tube through which the two fluids have passed simultaneously. Also in the emulsion-producing apparatus for emulsifying the two insoluble fluids, the apparatus is provided with a circulation passageway for sucking and discharging the two fluids to the tank to store the two fluids, a pump installed at the midway of the circulation passageway, a venturi tube arranged at the exit of the circulation passageway, and an ultrasonic atomizer for generating the fine steam foam, which is connected to the exit of the venturi tube.
