<P>PROBLEM TO BE SOLVED: To more effectively remove solid-state toner remaining on an intermediate transfer medium after a transfer process, and also to satisfactorily form an image after cleaning the intermediate transfer medium, even in the case of using a liquid developer. Ž<P>SOLUTION: The image forming apparatus 1 includes: photoreceptor cleaning rollers 28Y, 28M, 28C and 28K that are brought into contact with photoreceptors 2Y, 2M, 2C and 2K, for removing the liquid developer remaining on the photoreceptors after the transfer process with application of a photoreceptor cleaning bias; and an intermediate transfer belt-cleaning roller 40 that is brought into contact with the intermediate transfer belt 10, for removing the liquid developer remaining on the intermediate transfer belt 10 after the transfer process with application of an intermediate transfer belt cleaning bias. An absolute value ¾v<SB>1</SB>¾ of the photoreceptor cleaning bias per unit area is larger than an absolute value ¾v<SB>2</SB>¾ of the intermediate belt-cleaning bias per unit area.
