<P>PROBLEM TO BE SOLVED: To provide a system and method which insulate an alternating-current electric field, generated from an electron supply device, from the ground to produce an electric potential field of constant level, and supply the electric potential field to water as a solution to allow the water to maximally exhibit efficiency of adsorbing minerals, which are nutrients, and capability as a catalyst. Ž<P>SOLUTION: An electric field water generator 1 includes an electron generator 10 using a transformer including a primary coil and a secondary coil having a cathode, a cathode portion 14 electrically connected to the cathode, a water storage tank whose top is opened, and a tight sealing lid 12 having a hole with a diameter equal to that of the cathode portion and stuck and fixed to the open portion of the top of the water storage tank.
