A connection request signal generating unit of a local station transmits a connection request signal to a selected one of nearby base stations that exit on the periphery of the local station. Upon receipt of a response signal in reply to the connection request signal from the selected nearby base station, a common channel reception processing unit stores, as a response-time transmission power, the value of a transmission power, which was used to transmit the connection request signal last time, with that value associated with the selected nearby base station. When having stored a response-time transmission power for at least one of the nearby base stations, the common channel reception processing unit determines the smallest response transmission power that is the smallest one of the response-time transmission powers, and calculates, based on the smallest response transmission power, the transmission power of a common channel that is to be transmitted by the local station. An ordinary processing unit uses the common channel transmission power to transmit the common channel. |
