PURPOSE: A system and a method for electronic monitoring are provided to allow a user to electron monitoring through a packet communications system. CONSTITUTION: A control server transfers an electronic monitoring command identification information of the terminal of a plural monitoring servers(S105,S107). The control server receives an object confirm request message including the information of the suspicion object packet from the first monitoring server(S115). The control server determines a suspicion object packet and the management of a terminal receiving suspicion object packet(S119). If suspicion subject is a terminal, the control server renews database based on the suspicion object packet(S125).
