PURPOSE: A rolling mill using hydraulic pressure and a fixing method using the same are provided to prevent corrosion of a shaft and completely fix rolling rings by employing an O-ring between the rolling rings and a spacer. CONSTITUTION: A rolling mill using hydraulic pressure comprises a shaft, a plurality of rolling rings(102), a lateral pressure part(A), a housing(110), and a spacer(150). The rolling rings are assembled in the shaft by being inserted. The lateral pressure part gives the rolling rings with lateral pressure from one side of the rolling rings. The housing comprises a hydraulic pressure generation part(112) and a hydraulic cylinder(120). The spacer has a tapered portion(130) and a lateral pressure fixing part(140).
