PROBLEM TO BE SOLVED: To provide a device and method for positioning a member for performing member installation positioning working once regardless of irregularities and height differences of the ground and shortening a working hour. SOLUTION: The device for positioning the member includes: a plane formation means for setting a horizontal surface by being matched with an installation surface of the member; first and second light point parts mounted at a position separated at prescribed size at the same height on the upper surface and for emitting light in a horizontal direction; a position detection means just under a light point part provided on a light point part for matching at least one light point part with a reference point of the installation surface of the member and detecting a position just under the light point part; a position detection means just under a third point part for detecting a position just under from a third point provided except on a straight line connecting the first and the second light point parts to the plane formation means in order to be matched with a reference line passing the reference point of the installation surface of the member; and a rotation operation means for rotating the inside of a horizontal surface in response to an angle designating the first and second light point parts.
