PROBLEM TO BE SOLVED: To provide an image forming apparatus forming a toner band in a non-image area without causing a cleaning failure, even when using two-component developer. SOLUTION: The image forming apparatus includes a control means configured to, based on the detection result obtained by a charging amount detecting means, set a developing condition upon forming the toner band in the non-image area that is not transferred to a sheet so that the toner deposition per unit area on the toner band may be varied.
